• China:  World Bank, identification of labor policies and programs to ameliorate the negative social impacts of economic change and industrial restructuring in China.

· Pakistan:  World Bank sector analysis, and project preparation, for layoff of workers at the Karachi Dock Labor Board.

· Uzbekistan: Asian Development Bank lead consultant to analyze labor force demand and supply policies and programs to facilitate development of the economy

 Pakistan: World Bank Mid Term Review (MTR) of the Sindh Skill Development Project.

Pakistan:  World Bank preparation of Sindh Vocational Training Development Project for unemployed youth, and support for similar component in Punjab Province. Includes the design and supervision of tracer studies of existing training programs, and employer surveys.

Armenia: Lead consultant for provision of support to USAID employment and pension project, specifically to analyze and develop an action plan for career guidance policies and programs (sub-contract with Deloitte Consulting)

 Georgia:   design vocational/technical component of a human resource investment project including labor market demand/supply analysis and tracer studies of TVET graduates.

· 

Southern Sudan: Support to FHI360 for evaluation of the Adult Education Programs (AES), Project to educate and train youth displaced by the conflict, financed by the World Bank. 

· 

Equatorial Guinea: Team leader to FHI30 for implementation of a labor market demand and supply analysis, including employer surveys and tracer studies, and design of a new Polytechnic Institute. Project funded by Hess Oil Company.

 Nepal: World Bank redesign and implementation of employment and self-employment services to assist youth and other conflict affected persons enter the labor market. 

· US Millennium Challenge Corporation (MCC): development of demand-based employment and training policies and programs. Initial assignments have included Cape Verde  including identification on human capital requirements for investment in the water and sewage sector, Namibia (design of employment and training fund, Indonesia (commenting on proposed TVET investment projects), Georgia (labor market gap analysis and design of TVET component for HRD project). 

 Ministry of Education and Science, BIBB Germany: Guest lecturer on design and implementation of human resource development technical assistance in developing countries.

 Center for Education for Employment-The Ohio State University: Guest lecturer on methods to development of labor market information in developing countries.  

· 

Pacific Islands: Team leader for an Asia Development Bank financed study on “Demand Based Skill Training Programs” for youth and adults. Assignment includes contact with Pacific Islands and in-depth on-site analysis of labor markets and development of recommendations in Timor Leste, Republic of Marshall Islands, Federated States of Micronesia

 Nepal: Consultant to the World Bank for redesign of a project to provide demand based active labor programs to assist youth and other individuals displaced by the civil conflict re-enter the labor market. 

· Armenia: support to the Armenia State Employment Agency to refine employment policy, labor market information development, and demand based active labor programs (USAID financed – sub-contact with Deloitte).

 Namibia:  US Millennium Development Corp (MCC)  develop plans and terms of reference technical vocational education and workforce development components of a human resource development grant (sub-contractor to the Academy of Educational Development.

Kazakhstan:  World Bank preparation of Vocational/Technical Education Modernization Project (project now complete and financed by the IBRD).

 Kazakhstan:  World Bank  preparation of HRD component of a Regional Development Project.

Azerbaijan: World Bank - develop draft terms of reference for development of employment services and occupational standards and assessment components of a Social Protection Project.

Iran: Team Leader for World Bank financed technical vocational education Project Planning Facility (PPF) to review technical and vocational training polices in Iran with ISC.

· Pakistan:  World Bank  preparation of the Karachi Port Labor Board labor redeployment project (completed – project 

cancelled by new Government).

Egypt: World Bank sector analysis of Ministry of Trade and Industry vocational/technical training initiatives with ISC.

· Zambia/Mauritius/Sri Lanka: keynote speaker at African Regional Conference on Technical Vocational Education VET hosted by Zambia ,peer review of re-organization plan for TVET and keynote speaker at similar conference hosted by Mauritius , and in Sri Lanka  for the International Vocational Education and Training Association (IVETA).
